How to drive wind power industry in next 5 years in China

China has become the largest wind energy provider worldwide. At the end of 2010, wind power in China accounted for 41.8GW of electricity generating capacity; China has identified wind power as a key growth component of the country's economy.
In the next 5 years China’s new energy industries will continue strong development with support from government policies and new energy technologies.The next five years will continue the high speed growth of the 11th Five-year Plan, by the end of the 12th Five-year Plan total installed capacity has the potential of reaching 130GW. Wind power equipment manufacturing ability will also improve significantly.
Unlike the 11th Five-year Plan’s goal which solely focused on installed capacity, the 12th Five-year Plan will focus on both quality and quantity. Following the past few years of fast paced installation of wind power capacity, emphasis on quality is the necessary path for healthy development of the wind power industry. “Grid integrated capacity” and “total actual power generation” are the two key terms at the National Energy Work Conference.

Panelists bios
Brian Caffyn, CEO of UPC Renewables. Brian has over 29 years of energy related experience in most types of large scale generating assets. His experience started with the participation in the development of a two-stage commercial scale rotary kiln incineration system with energy recovery while working in a family business out of college in 1981. Mr. Caffyn has worked for GE Capital and Heller from 1985 to 1994, he has reviewed hundreds of projects and originated or approved dozens of investments in large and small scale independent power projects. In 1994 Mr. Caffyn became CEO of Cannon Power, which was a wind energy company based in San Diego and Tehachipi California, where he oversaw the operation of over 700 small scale wind turbines and the development activities for new larger scale projects in the US and 4 other countries. In 2000, Mr. Caffyn cofounded First Wind (formerly UPC Wind), a new wind energy business in Massachusetts, US to develop projects in North America.
Weiping Pan, Country Manager of GL Garrad Hassan China. Weiping is responsible for the management and development of GL Garrad Hassan’s business in China, expanding the company’s activities on behalf of both Chinese clients and those international organizations keen to participate in the rapidly growing market for wind energy in China. Mr. Pan has been responsible for the business development of turbine and controller system design; wind farm SCADA, GH Bladed and WF software, wind farm service. . Mr. Pan has led a number of technical due diligence and advisory jobs for GH’s clients during 2007 - 2010 and has been a key member of the Independent Engineering Group of GL Garrad Hassan. Weiping Pan is an engineering graduate of Tsing Hua University in Beijing and has been involved in wind energy projects since 1997. In addition to his work in China, Weiping spent five years in Canada between 2000 and 2004, during which time he gained an MBA from the University of Western Ontario. Weiping has worked as a wind energy consultant in both Canada and China, providing advice to government agencies, wind turbine manufacturers, energy companies and banks.
Dr. Yongning Chi, Deputy Chief Engineer,Wind Power Integration Research and Evaluation Center, China Electric Power Research Institute. Dr. Chi is an experiencing power system and wind power specialist with 15 years of professional experience in power system operation and wind power analysis area. He has been with CEPRI since 2003 for his doctoral degree. He has very broad electric and wind power project experience. He participated in several power system and wind power projects as main technical director or main participant. As one of the participants for the Sino-German Wind Power Research and Training Project, he acquired many international cooperative project experiences and supported the capability building of CEPRI in wind power field; as the executive technical manager for the Sino-Danish Wind Energy Development Programme, he is in charge of the project planning and implementation.
Dr. Po-Wen Huang, Chairman and CEO, Taishan Capital. Dr. Huang has served as a Loan Officer in the East Asia and Pacific Department of the World Bank in Washington, D.C. He was an associate at The First Boston Corporation and later Merrill Lynch in New York, and subsequently chief representative of Merrill Lynch investment banking in Asia and Executive Director of Trident International Finance, a joint venture merchant bank, involving Barclays Bank, Nomura Securities, and Merrill Lynch, based in Hong Kong. He has had extensive experience as well in consulting, executive search, and industrial operations and has been involved in the operations of a number of multinational companies in the Asia-Pacific region and China, and is a director of several corporations. Dr. Huang received his master and doctorate degrees from Yale. He was also the founder and president of the Yale Clubs of Beijing and Hong Kong.
Ali Naqvi, Senior Manager, Infrastructure East Asia and Pacific - International Finance Corporation. Ali is the Senior Manager of Infrastructure and Natural Resources for IFC’s East Asia and Pacific Region. Mr. Naqvi has broad experience in financing private infrastructure investments for IFC in Latin America, Europe, East Asia and the Middle East. He has recently lead the financing of a number of renewable energy projects in Asia. Prior to working on the infrastructure sector, Mr. Naqvi was responsible for financial planning and policy aspects of IFC. He has also worked in IFC Treasury in the liquid asset management area.
